What you will be able to do
After this lesson you should be able to keep the current solicitation files next to the current response files, acknowledge amendments the way the provision in this package requires, and catch page-limit, file-name, and signature mistakes after a change. Do not ship a response built on Amendment 0001 after Amendment 0002 is out.
The source set and the response set have to match
FAR 15.206 says that when the Government changes its requirements or terms, the contracting officer shall amend the solicitation, and that amendments issued before the proposal due date go to all parties who received the solicitation. If FAR 52.215-1 is in the solicitation, paragraph (b) says unamended terms remain unchanged and offerors shall acknowledge receipt of any amendment by the date and time specified in the amendment. FAR 52.212-1(b)(9), when that commercial provision applies, requires acknowledgment of solicitation amendments among the minimum contents of an offer.
Download every new amendment into the same AsherGate draft as the cover. Name response files so you can see which amendment they answer. If Section L sets a page limit, a font, or a file name, copy those rules again after the amendment. A 15-page draft is wrong if Amendment 0002 cut the limit to 12 pages. Signatures belong on the form or letter the instructions name, by a person authorized to sign, as 52.215-1(c)(2)(v) or 52.212-1 requires when those provisions apply.
Do not leave an old price workbook in the folder after the amendment changed quantities. Do not invent an acknowledgment if you did not receive the amendment. AsherGate analysis can list amendment acknowledgments extracted from uploaded files; that extract is not a signed acknowledgment and is not submission.
Worked walkthrough: cut four pages after Amendment 0002
Using the Pebblecroft story below, Amendment 0002 changes the technical page limit from 15 to 12 and adds a required file name Technical_AG-VER-26-0817.pdf. The draft still holds a 15-page file named Volume1.pdf built under Amendment 0001.
Upload Amendment 0002. Cut the technical file to 12 pages, rename it, and acknowledge 0002 on the form the instructions name. Keep the old 15-page file out of the submission set. Do not submit from AsherGate.
Fictional example
Pebblecroft Picnic Tables LLC and a 15-page file after a 12-page limit
Pebblecroft Picnic Tables LLC is a fictional site-furnishings shop in Ithaca, New York. It stores fictional RFP AG-VER-26-0817 from a fictional Finger Lakes Parks Desk for 18 recycled-plastic picnic tables.
Under Amendment 0001, Section L allowed 15 technical pages. Pebblecroft wrote a 15-page file named Volume1.pdf. Amendment 0002, posted later, sets a 12-page limit and requires the file name Technical_AG-VER-26-0817.pdf, and it changes quantity from 20 tables to 18.
They upload Amendment 0002 to the same draft, cut the technical file to 12 pages, rename it, fix the quantity in the price sheet, and acknowledge 0002 on the offer form. They do not invent a second past-performance job to fill space they lost. They do not submit from this workspace.
