FAR 15.206 requires the contracting officer to amend the solicitation when requirements or terms change. Amendments issued before the proposal due date go to everyone who received the solicitation. Open the current cover, the current attachments, and every amendment in the AsherGate draft. Then open each response file you plan to send. If Amendment 0002 changed quantity, page limit, or a required form, the packet built under Amendment 0001 is not ready.
Copy the instructions that actually apply. If FAR 52.215-1 is in the solicitation, paragraph (b) requires acknowledgment of amendments by the date and time specified in the amendment, and paragraph (c)(2)(v) requires the name, title, and signature of the person authorized to sign. If FAR 52.212-1 applies instead, offers must be signed and dated and must acknowledge amendments unless the solicitation specifies another method. File-name rules, page limits, font, file-size caps, and required attachments come from Section L or the commercial addendum, not from a generic list.
The Final Review workflow tab is labeled soon. Its panel says there is no completeness check or go/no-go workflow in this interface phase. Analysis may list extracted acknowledgments and missing attachments; those lines are not a signed form and not a pass. Do not invent a missing certificate, signature, or attachment to make the packet look complete.
