Until an award exists, you hold a solicitation and, if you submitted one, an offer or quotation. FAR 2.101 describes a contract as a mutually binding legal relationship: the contractor must furnish the supplies or services, and the Government must pay. Contracting officers may bind the Government only to the extent of the authority delegated to them, as FAR 1.602-1 states. A SAM.gov award notice, an AsherGate analysis extract, or the bid sheet you priced is not a substitute for the signed award form.
Read the award package together: the signed Standard Form 1449, SF 26, or other award form named in the files; Section B or the commercial schedule; every modification issued with the award; and the clauses incorporated by reference. Copy the contract number, awarded CLIN quantities, unit prices, delivery or performance dates, inspection and acceptance terms, and the invoicing path from those pages. If Amendment 0001 cut quantity before award, the old bid quantity is not what you ship.
Store a copy of the signed award and its modifications in Company Documents or in the related draft so your team can find them. FAR 4.803 lists records a Government contracting office, administration office, or paying office normally keeps. That list is not an AsherGate contract-file template, and this product phase has no contract-administration module. Uploading the award PDF does not notify the agency and does not start delivery.
