FAR 4.1102 generally requires offerors and quoters to be registered in SAM at the time an offer or quotation is submitted. FAR 52.204-7 says an offeror must be registered when submitting an offer or quotation and at time of award. “Registered” there means the offeror entered all mandatory information, including the unique entity identifier and the EFT indicator if applicable, the CAGE code, and data required by the Federal Funding Accountability and Transparency Act; completed the Core, Assertions, Representations and Certifications, and Points of Contact sections; the Government validated mandatory fields including the Taxpayer Identification Number with the IRS; and the Government marked the record Active.
The official SAM.gov Entity Registration materials distinguish an All Awards registration, which allows you to bid on contracts and apply for financial assistance, from a Financial Assistance Awards Only registration, which is for grants and loans. If you intend to bid on contracts, complete the registration purpose that covers procurements. Do not assume a grants-only record is enough.
FAR 4.1102 lists exceptions. They are not a general waiver for ordinary commercial buys, and each one has conditions. The purchase-card exception applies only to purchases under the applicable micro-purchase threshold that use a Governmentwide commercial purchase card as both the purchasing and payment mechanism, not as payment only. Classified contracts are excepted only when SAM registration or SAM data could compromise classified information or national security. The operational exceptions cover awards by deployed contracting officers in military operations, including contingency or humanitarian or peacekeeping operations; by contracting officers located outside the United States and its outlying areas for diplomatic or developmental work in a Department of State danger-pay post; or by contracting officers conducting emergency operations such as Stafford Act responses. If practical, FAR 4.1102(b) still tells the contracting officer to modify those operational awards to require SAM registration later. Other exceptions are contracts with individuals for performance outside the United States and its outlying areas; awards without full and open competition because of unusual or compelling urgency; contract actions at or below $40,000 awarded to foreign vendors for work performed outside the United States if it is impractical to obtain SAM registration; and micro-purchases that do not use electronic funds transfer and are not required to be reported under subpart 4.6.
As of FAR 2.101 under FAC 2026-01, the micro-purchase threshold means $15,000 except where that definition states otherwise: $2,000 for construction subject to the Wage Rate Requirements (Construction) statute; $2,500 for services subject to the Service Contract Labor Standards; $25,000 inside the United States and $40,000 outside the United States for listed contingency, cyber, disaster-assistance, and emergency uses except construction subject to the Wage Rate Requirements statute; and, for certain higher-education and nonprofit research entities, $15,000 or a higher agency-determined amount. Confirm the current FAR text before you rely on those figures. If an award is made under the urgency exception in 4.1102(a)(5), FAR 4.1103(b) still requires the contractor to register in SAM within 30 days after award, or at least three days prior to submission of the first invoice, whichever occurs first. A separate clock appears in FAR 52.204-13 when the solicitation used 52.204-7 with Alternate I and the awardee could not register before award: register within 30 days after award or before three days prior to the first invoice, whichever occurs first. FAR 52.204-7 also tells offerors who are not yet registered to consider applying immediately upon receipt of the solicitation because of processing time.
An Active SAM record is a common prerequisite for a prime offer. It is not an evaluation of your past performance, a finding that you can perform, or a promise that anyone will award you a contract. Contracting officers still compete, evaluate, and award under the solicitation. AsherGate does not file SAM.gov registration, does not mark a record Active, and does not decide exceptions.
